He's been spotting doing Number Twos several times on streets in South London.
Police reckon he's struck at least three times, and they released CCTV footage that shows the man in the act.
Unfortunately though, they've also covered his face with a gigantic poo emoji so it may be tricky to actually identify him.
On their Facebook post, the police in Tolworth decided to get punny:
"The Phantom Poo-er of Tolworth has struck again. We understand getting caught short but this is the turd time".
