His comments come after footage of people gathering in groups in Dublin at the weekend.
An Independent Councillor has called for a ban on takeaway pints from pubs to reduce the number of people gathering in groups during level 5.
Mannix Flynn made the comments after footage emerged over the weekend of crowds drinking on South William Street in Dublin.
Local pub Grogan's was closed and its owners say they're furious after their premises was used as a toilet.

Cllr Flynn said he people need to stop flouting the advice from NPHET and the government.
''I believe 100% that this idea of takeaway pints is absolutely adding insult to injury'', he said.
''We're in the middle of a pandemic we are in the middle of serious health warnings, we are in the middle of people dying and people getting infected.
''And our only hope of actually getting the best from this is to socially restrict, you stop the takeaway pints and you close that whole situation down''.
