Increasing fines for speeding may not work, according to a Road Safety Authority report.
The paper, which was seen by the Irish Independent, was submitted to the Department of Transport last August, months before fines for a number of road offences doubled last year.
It found less than half of drivers believed increased fines would positively impact their behaviour on the roads.
Transport commentator Conor Faughnan says he never expected higher fines to make a big difference:
"It was never going to be a silver bullet measure, I think they still saw it as constructive. Plus, the fines had gotten a little bit out of line, they hadn't been increased in a decade or more.
So I think it was probably proportionate to bring those fines up to date, but it was always naive to think that moving the fine amounf from €80 to €120 was going to make a blind bit of difference."
