A German company has already conducted a one-off unmanned flight in Dubai.
Uber believes it could have a flying taxi service in four years.
Passengers would use the app to arrange to be collected at pick up points on top of a tall office building , a multi-storey car park or a shopping centre.
Electric planes, resembling a helicopter, would travel between 240 - 320 kmph and could be operated from the ground or by a pilot.
It's hoped they could carry two passengers for about 30km.
Uber are hopeful they could roll out flying taxis in Los Angeles, Dallas and a third unnamed location as early as 2023, with test flights scheduled for 2020.
