Vladimir Putin's forces were forced to pull back last week - leaving behind 400 bodies in a mass grave near Izyum.
Speaking through a translator - Chief Police investigator Serhii Bolvinov says some show signs of torture:
"This is terrible, normally people can't just come to see this and act calmly. It is a big pain for us, a pain for every Ukrainian because all these people are Ukrainian.
This place only appears because of the aggressor."
Most of the bodies discovered are believed to be ordinary citizens not soldiers - and some had their hands tied behind their backs.
Human rights campaigner Oleksandra Matviychuk believes the Russians are deliberately targeting civilians.
