The sale of vapes to children is expected to be banned by mid-July.
Recently surveys of Irish school-aged children showed that at least nine percent of over-12s had vaped in the previous month.
The Irish Independent reports Health Minister Stephen Donnelly's proposed legislation will be published in the "coming weeks", according to his spokesperson.
There is currently no mandatory age restriction on the sale and marketing of e-cigarettes.
The type of shops which can sell vapes will also be restricted along with advertising near schools.
According to the World Health Organisation, there are up to 16,000 different flavours of vapes, with flavours such as bubblegum and gummy bears.
Advertising vapes will also be banned on public transport in a bid to limit children’s exposure to messages that glamorise the purchase of vapes.
