Laws which will introduce an opt-out organ donation system are expected to pass through the Oireachtas later.
The Human Tissue Bill will mean all adults automatically become an organ donor, unless they choose not to be one.
Once passed, it will be sent to President Higgins to be signed into law.
Health Minister Stephen Donnelly hopes it will tackle long waiting lists.
"There are 601 people currently waiting for an organ donation in the country, and what this bill does is move us nationally from an opt in organ donation system to an opt out."
Minister Donnelly expanded that "essentially, we will all be deemed to be organ donors unless we, you know, put ourselves on register that says we don't want it."
