Protests are expected in Cork as The Consultative Forum on International Security Policy begins.
The four day forum will include participation from civilians as well as military experts.
People Before Profit says it's a clear effort by Government to further undermine Ireland's neutrality.
TD Paul Murphy says a different, fairer approach is needed.
'We want to sit down and have a discussion about neutrality, Ireland's future role, but we think that debate has to be fair, it has to be balanced and ultimately the citizens have to decide on the referendum. What we have with these consultative forum is not a fair or balanced debate.'
