The Dáil's Education Committee is recommending that every school have generic uniforms.
They've found the school system puts a financial burden on parents which is "unfair and unequal".
The committee claims children from less affluent backgrounds are destined to struggle.
It's issued three reports on school costs, barriers to education and the use of reduced timetables.
TDs and Senators say non-badged uniforms should be brought in.
They're also calling for generic sports gear in every school.
It recommends giving sufficient cover to principals at least one day a week.
They're arguing that schools need greater funding, so all students can have access to free and high quality education.
Chair Fiona O'Loughlin says increasing the capitation grant would reduce the voluntary contributions parents are paying.
Meanwhile, the CEO of Barnardos, Suzanne Connolly, wants school books to be free too.
The committee will now put forward the reports to the Dáíl for TDs to debate.
