There will be checks pre-departure for proof of a negative COVID-19 test result.
People may also be subject to checks on arrival.
People who arrive without a negative test result will need to home quarantine and take a PCR test within 36 hours of arrival.
A passenger with proof of vaccination or recovery can show either a negative PCR test result taken within 72 hours of arrival or, a negative antigen test result taken within 48 hours of arrival.
It comes after air passengers expressed annoyance about spending hundreds of euro on Covid-19 tests, that weren't required yesterday morning.
Yesterday Justice Minister, Helen McEntee, said the delay was as a result of regulations not being signed soon enough and that it wasn't intentional.
