Wayne Couzens abducted raped and murdered the 33-year-old as she walked home from a friend's house in south London on 3 March.
The former police officer was given a life sentence.
The Home Office has confirmed it's been approached about the plan for the emergency number.
And it's reported it could be up and running by Christmas.
About the service:
It'll be a system where people can ring 888 to help stay safe while walking home.
The app would trigger GPS tracking, give an expected journey time, and send alerts to friends if you don't arrive.
And it has the backing of Home Secretary, Priti Patel.
