The sector has been calling for a roadmap.
The Arts Minister has proposed full capacity at live events for those who are fully vaccinated against Covid-19.
Catherine Martin met with representatives from the entertainment industry earlier this week.
Discussions are expected to continue between the Minister and the State's expert group on antigen testing.
A roadmap is to be unveiled later this month on reopening all sectors and easing all remaining restrictions.

It comes as today, 40,000 people will be in Croke Park for the All-Ireland final.
Matt McGranahan from the Music and Entertainment Association of Ireland has said he'd like to see live events return too.
"The GAA and sports in general play a huge part in health, both mental and physical and it's fantastic to see that being recognised.
He added, "Music, arts, entertainment plays the same role..."
"We should be allowed to (reopen) as well, and we're talking about an industry here which is also the livelihood of thousands."
