The Citizen's Assembly is meeting today to discuss gender-based violence.
Among the recommendations are a minimum of 10 days paid leave for a person experiencing domestic abuse and the establishment of a National Rapporteur for gender based violence.
The online meeting has been hearing how 1 in 3 to 1 in 4 women are directly victimised by sexual and domestic violence.
Ahead of the meeting, a number of experts have submitted papers and video discussions outlining their thoughts on how to tackle gender-based violence.
Lorna Fitzpatrick, the president of the Union of Students of Ireland, highlighted recent research showing high levels of gender-based violence on college campuses but low levels of reporting to gardaí and other agencies.
She suggested that colleges provide mandatory annual reports to the Higher Education Authority.
She also said there should be investment into programmes at universities, so people who experience violence would be able to report it within the colleges.
