Dr Tony Holohan also expressed concern that people aren't using them properly.
Holohan is also urging people to ration their social contacts and isolate if they have symptoms.
It comes as Saturday's covid cases reached 5,959, while today a further 4,181 were confirmed.
668 covid patients are in hospital, while 125 people are being treated in ICU.
That's the highest ICU figure reported since February.
Earlier this week, updated modelling revealed that up to 200-hundred thousand people could be infected with Covid next month if the growth of the virus continues at the current rate.
