Twenty percent of people were waiting over ten years on the housing list.
One fifth of people with intellectual disabilities in Ireland have been waiting on the housing list for more than a decade.
Figures from Inclusion Ireland show three quarters of people with intellectual disabilities are living with their family.
40 per cent of them want to move out but can't find housing.
In its pre-budget submission, Inclusion Ireland also says around 3,500 people are still living in institutional or congregated settings.
They add some people are unsuitably placed in nursing homes.
Thousands of others are living with families, including older family carers.
CEO of Inclusion Ireland Derval McDonagh, says government must ensure housing and support packages are provided:
'A house without those support packages cannot be a home.'
'Our call and our ask from government is that the disability capacity review action plan will be published publicly in advance of the budget.'
Derval McDonagh also adds that nearly 20 per cent of people with intellectual disabilities have been waiting for more than a decade on the housing list:
'The actual mechanisms for getting on the housing list are incredibly complex and inaccessible.'
