Gardaí say they'll be "mindful of the public" as they decide whether to strike during Joe Biden's visit.
A major security operation is being organised for the US president's trip to Ireland from the 12th to the 15th of April.
However, the ongoing rostering dispute between the Association of the Garda Sergeants and Inspectors and the Garda Commissioner means the threat of a 'blue flu' is not off the table.
The AGSI will discuss the matter at its annual conference in Galway today.
Its deputy general secretary, Ronan Clougher, says they are conscious a strike might not be popular with the public:
"We'll listen to our membership here today and what they want to do. The rosters issue, that is the biggest issue with an Garda Siochana affecting our membership at the moment."
"Why we are here today is to engage and listen to our members on what forms of industrial action they may wish to take. We are here to listen to them, so I won't prempt anything, we have to hear what our members have to say to us first."
