Sane's fellow Man City teammate Kevin De Bruyne believes Sane has established himself as one of the best young players in world football under the guidance of Pep Guardiola, and is therefore surprised to see him miss out of the Germany squad for the world cup in 9 days time.
He scored 14 goals and assisted 19 in all competitions as City won the league with five games to spare. Midfielder Ozil scored five times and made 14 assists for Arsenal.
However, Ozil did create 84 chances in the Premier League, compared to Sane's 58.
Low said it was a "very close decision" between Sane and Julian Brandt, who scored 12 goals and made seven assists for fifth-placed Bundesliga side Bayer Leverkusen this year.
Sane had played in six of Germany's past seven games, including starting in their most recent game - Saturday's 2-1 loss to Austria.
"I didn't talk with him yet, it just happened, obviously," said the Belgium international.
"I just want to give him some space because I don't think he thought he wouldn't be in the squad.
"For me he has been the best young player this year in the whole world, so you can see how I rate him.
"In the end I don't know what happened in Germany, maybe there was an issue between them [Sane and Low]. We'll never know, I guess."
England full-back Walker also felt Sane's displays for the Premier League champions warranted a place in Low's squad.
"I'm very close to Leroy at Manchester City," Walker told reporters.
