The Taoiseach says the State failed the victims and families of the Stardust fire.
The Taoiseach will deliver a formal State apology to victims and survivors of the Stardust disaster at 2pm this afternoon.
After last week's landmark verdict of the unlawful killing of 48 people who died in a nightclub fire in 1981.
Taoiseach Simon Harris visited the Stardust Memorial last night ahead of the speech in the Dáil this afternoon.
He says after meeting with families at the weekend, he wants to put in place a State commemoration of the tragedy.
The Taoiseach hopes that a State Apology will help their "healing process". He said the apology aims to: "publicly acknowledge and increase awareness".
