That's according to Finian McGrath, Minister Of State at the Department of Health, who's quoted in the Mail on Sunday.
The paper reports that the HSE wrote to Dublin City Council raising a range of critical observations about a facility it originally tendered for.
Labour Senator Aodhán Ó Riordáin says the Government just isn't committed to safe injection facilities:
"We do have the third highest overdose rate in Europe. This injection centre would save those lives, and also prevent the spread of Hepatitis C and HIV - that's the whole point of the centre.
I wish the government would listen to the experts on this and get their act together and open it."
