Several Junior Ministers have also claimed the payment.
Government ministers have claimed around €260,000 in grants since 2018 to buy or rent a second home in Dublin.
The Irish Independent quotes Revenue Commissioners saying between 10 and 14 ministers received the allowance in the past four years.
Several Junior Ministers have also claimed the payment.
More than 40 claims have been made since 2018.
They resulted in tax write-offs of more than €103,000 for the politicians, each of whom already earns €141,000 to €183,000 a year.
Or more than €200,000 in the case of the Taoiseach and Tánaiste.
The paper also reports that in 2020, "11 ministers or ministers of state took advantage of the allowance, making claims totalling €61,598 and resulting in “tax foregone” by the exchequer of €24,640."
According to the Revenue Commission, the figures here are correct as of the beginning of April.
However, they are liable to change as there is a 48-month limit in which claims could be made.
The Department of Finance said no discussions had taken place in recent years about ending the availability of the allowance.
The allowance applied to ministers who were members of Dáil Éireann and represented a constituency outside Dublin.
