The Bill aims to clarify a person's rights while under arrest.
The legislation also includes plans to give officers additional powers in areas like arrest, detention and the interception of communications.
Under the new Bill, refusal to surrender phone or computer passwords becomes a criminal offence.
If convicted, people could face up to five years in prison and a fine of up to €30,000
