Most city councils say they have no plans to fence off areas ahead of the bank holiday weekend.
The majority are installing extra bins and stepping up cleaning operations to deal with large crowds that gather.
The debate kicked off an number of weeks ago after a plaza in Dublin was closed off following resident backlash to large crowds drinking in the area.
