From December 18th, people will be able to travel anywhere in Ireland, with three households being allowed to mix.
But there are concerns about a recent rise in cases, and DCU professor Anthony Staines says a third wave is on the way.
''Across Europe we made the same mistakes at the end of the first phase, which is we opened up too soon and we didn't have a policy of getting rid of the virus'', he said.
''And we've done the same thing again, so we're now going to find ourselves in a situation in January where we will have wave number three coming, how big that wave is we don't know''.
