The call comes after large crowds gathered on the streets in Dublin at the weekend.
An independent TD claims there should be separate rules for pubs in rural and urban parts of the country.
All pubs are set to reopen on July 20th, however the Taoseiach yesterday warned that could be delayed.
It follows scenes in Dublin city centre over the weekend where large crowds were filmed drinking on the streets.
Kerry deputy Michael Healy Rae says rural parts can't be allowed suffer because of what happens in the capital.
''At the weekend could behave differently people could behave differently, he said.
''Now I know there was a number of contributing factors, in that you had public houses that were so near to residents and when people came out on the street they were spilling over on each other.
''But I don't want that perception to go round the country.
''The publicans in places like Kerry, Cork or Clare, that they have to pay the price''.
Three pubs close in the UK.
Meanwhile three pubs have been forced to close in England after having only just reopened on Saturday, due to customers testing positive for Covid-19.
The affected bars are The Fox and Hounds in all based in Batley in West Yorkshire.
