The European Commission is not satisfied with the explanation offered by Phil Hogan regarding his attendance at the Galway golf dinner.
It comes as the Trade Commissioner faces calls to resign, including from a Government Minister.
Phil Hogan submitted what his spokesperson described as a "detailed report" to the European Commission President as requested last night.
But at a press briefing this morning, European Commission Deputy Chief Spokesperson Dana Spin-ant explained that President Ursula von der Leyen has requested more information from Mr Hogan.
''It depends on what the details and clarifications say before the president can make an assessment'', she told reporters.
Taoiseach Micheal Martin says its the responsibility of the Commission's President to decide the next course of action.
''If the president of the commission is engaging with Commissioner Hogan, that's important because the president has the responsibility in relation to commissioners under the European treaty'', he said.
Foreign Affairs Minister Simon Coveney has told Cork's 96fm that if Phil Hogan's explanation isn't credible, then his position is in difficulty.
It comes as the Housing Minister Daragh O'Brien issued a call for the Trade Commissioner to resign.
