The European Commission says Commissioner Phil Hogan attended the golf society event in good faith.
Gardaí are investigating possible breaches of Covid-19 guidelines at the Oireachtas dinner in Galway, which subsequently lead to the resignation of Former Agriculture Minister Dara Calleary.
A spokesperson has echoed the Commissioner's statement that he had received assurances government guidelines would be followed.
Dana Spinant says by self isolating on his return to Ireland, Mr Hogan demonstrated how seriously he takes Covid 19 rules and regulations.
''As an illustration upon his return from Brussels to Ireland for the summer holiday he had self isolated himself for 14 days in accordance with the local regulations in Ireland'', she said.
''And this is an example of how seriously he takes rules and regulation on Covid-19''.
She went on to say that Mr Hogan had acted in "good faith" when he attended the event and had received assurances that the event would be held in full compliance with the regulations introduced by the Irish Government.
"Of course with hindsight he regrets the fact that this seems not to be the case. And with hindsight he would not attend an event which is not in line with the obligations".
More than 80 people on Wednesday, just one day after the Irish Hotel's Federation advised its members that it could only host events of up to 50 people.
