It's expected Micheál Martin will be the head of government first, and swap over after an agreed period of time.
A programme for government is expected to be agreed in the coming hours as last minute talks between the leaders of Fianna Fáil, Fine Gael and the Greens continue.
Speaking earlier today (Monday) Mr. Martin said a deal is nearly done: ''Obviously we're going to have a fresh look'', he said.
''We said we'd take the night to go through it again and just ensure there's not any particular items causing anyone concern.
''So I think the major issues have been resolved''.
