America, Britain, France, Spain and Portugal didn't make the list.
The government has published a list of countries which travellers will not be required to quarantine for 14 days upon their return to Ireland.
The list will be updated each fortnight and may be abolished altogether if there is a spike in cases.
Italy, Greece and Malta are among 15 countries on it, meaning people can travel there without have to restrict their movements when they return.
America, Britain, France, Spain and Portugal didn’t make the list.
These countries are on it:
Malta
Finland
Norway
Italy
Hungary
Estonia
Latvia
Lithuania
Cyprus
Slovakia
Greece
Greenland
Gibraltar
Monaco
San Marino
However, Transport Minister says people should still stay in Ireland despite publishing the list.
There has also been criticism of the lack of an all-island approach with the plan, as Northern Ireland's 'green list' includes 58 countries.
Dr Martin Daly, a former president of the Irish Medical Organisation, doesn't agree with the North's approach.
'I think that the North of Ireland is under the jurisdiction of the UK and i wouldn't say that the UK is any example of how to manage the Covid crisis, they have their own problems'', he said.
''Of course the border is our border between the north and south and it something that has to be manged.
''I would be saying to the government that they need stronger measures, especially at airports and ports''.
Meanwhile former Taoiseach and current Tánaiste Leo Varadkar yesterday agreed that it was "wrong" to send "mixed messages" regarding travel and "we would be better off not having a green list".
