It had been due to be finalised yesterday.
Cabinet Ministers will sign off on the green list for countries it's safe to travel to later tonight.
It had been due to be finalised yesterday but the cabinet meeting was postponed because of the EU Council summit.
After a deal brokered in Brussels in the early hours of the morning Micheál Martin is back in Leinster House this afternoon to deal with domestic matters.
His cabinet will meet later to approve the Green list of countries it's safe to travel to, with the planned July stimulus announcement now moved to Thursday.
But there's strong criticism of the approach the government has taken to international travel
Social Democrats co-leader Roisin Shortall believes there should be mandatory quarantining for anyone arriving into the country:
''You can have a state provided facility that is clearly supervised or you can have a mandatory arrangement where there's a designated place that somebody stays and there are regular check ups on that''.
The government is also considering a tax rebate for people holidaying in Ireland to encourage domestic tourism.
But it won't apply until September, after the usual peak holiday months.
Sinn Féin TD Darren O'Rourke thinks the government should instead provide holiday vouchers to all families:
''We have said consistently that the policy approach from government has been incoherent and confusing and this looks like its going to be a continuation of it''.
The government will also face questions today on why it's saying some countries are safe to travel to, but that people should still avoid all non-essential travel.
