Immunology Professor at Trinity College Luke O'Neill thinks its inevitable.
''There's no two ways about it, there will be level three they haven't said it yet, but all the signs are there'', he said.
''The numbers are going up, it's frightening at the moment, it's climbing everyday.
''So the response has to be to try and get those numbers down and that's the big mission now and what's going to happen on level three is more restrictions on people's movements and less mixing basically''.
However CEO of Dublin Town, Richard Guiney, says restrictions in the city are not the answer.
He believes the focus needs to be on the transmission of the virus in the suburbs and people's homes rather than businesses.
''We're getting no feedback that the virus is emanating from business practices'', he said.
''If you go to a restaurant you give your details so I think if there was outbreaks or there was a need to speak to somebody afterwards, we'd see that circulating on social media and we're not''.
