A third of people who are alcohol-dependent consider themselves 'light' or 'moderate' drinkers.
Meanwhile women who are alcoholics are only half as likely as men to describe themselves as heavy drinkers.
The research concludes that 'hazardous' or 'harmful' drinkers are underestimating how much they drink.
HRB researcher Dr Deirdre Mongan says more needs to be done to tackle the problem.
''One thing we can do is introduce the labeling on alcohol products and this is measure that's provided for the public health alcohol act'', she said.
''Because it's very clear that drinkers in Ireland, particularity those who are drinking in a harmful or hazardous manner are unaware of this.
''So increased knowledge may be beneficial''.
