''They need to look at the business model.''
The Restaurants Association of Ireland is calling for action to be taken, to avoid a repeat of the scenes witnessed around pubs in Dublin City Centre over the weekend.
Images circulated social media showing hundreds of people gathering in the Dame Lane area on Saturday night
A DJ entertained the crowd as take-away pints and drink bought from off-licences was consumed.
CEO of the Restaurants Association Adrian Cummins says both pubs and the Government need to act.
''They need to look at the business model, just make sure they are doing the right thing and adhering to the guidelines'', he said.
''I'm also appealing to the government that they need to give power to officers to inspect and go in (to the pubs).
''And if they see there is a threat to public health, they need to be able to close that premises down''.
